CMS Begins Year Two of the IPF Quality Reporting Program Chart-Abstracted Measures Validation Pilot

What is the IPF Quality Reporting Program chart-abstracted measures validation pilot?
In the fiscal year (FY) 2024 Inpatient Psychiatric Facility (IPF) Prospective Payment System final rule, CMS finalized a data validation pilot based on the adoption of patient-level data requirements (86 FR 42661). CMS began a voluntary pilot to validate chart-abstracted measures for the IPF Quality Reporting Program in 2025, using calendar year (CY) 2024 data.
During 2026, CMS will continue these efforts by validating chart-abstracted measures for the IPF Quality Reporting Program during a second phase of the pilot program, using CY 2025 data.
Are facilities required to participate in the pilot?
CMS will randomly select a group of IPFs among all eligible IPFs that submitted data by the reporting deadline of 8/17/2026 (reflecting care provided during CY 2025) and indicated an interest in participating in the pilot. While participation is voluntary, facilities that participate will receive valuable feedback on their submitted data.
Can IPFs participate in the pilot for a second time?
CMS may invite IPFs that participated in the 2025 pilot to participate again in 2026. However, IPFs that did not participate in 2025 will be given priority for participation in 2026.
Where can facilities learn more about the IPF Quality Reporting Program and the validation pilot?
Facilities selected to participate in the pilot will be contacted in late summer 2026. The 2026 IPF Quality Reporting Validation Pilot FAQ document is also available on QualityNet.
