CMS issues technical update for CMS PSI 90 performance standards calculated for the FY 2023 Hospital VBP Program

The Centers for Medicare & Medicaid Services (CMS) has issued a technical update regarding the CMS Patient Safety Indicator (PSI) 90 Benchmark and Achievement Threshold (performance standards) calculated for the Fiscal Year (FY) 2023 Hospital Value-Based Purchasing (VBP) Program. This technical update revises the FY 2019 Inpatient Prospective Payment System (PPS)/Long-Term Care Hospital Prospective Payment (LTCH PPS) Final Rule (83 FR 41471).
In the FY 2022 IPPS/LTCH PPS Proposed Rule, CMS proposed to remove the CMS PSI 90 measure from the Hospital VBP Program beginning with FY 2023. If that proposal is finalized in the FY 2022 IPPS/LTCH PPS Final Rule this fall, these performance standards will not apply.
CMS updated the FY 2023 performance standards for the CMS PSI 90 measure to reflect the use of a more recent version of the CMS PSI software. The FY 2023 performance standards and hospital results will be produced using version 11.0 of the CMS PSI software.
